Technologies that can serve both civilian and strategic uses create large innovation opportunities and high requirements for governance, safety and responsible cooperation.
Session context
The session considers the role of dual-use industries and strategic technologies in competitiveness, autonomy and economic innovation. The focus is research–production–investment ecosystems; technology-transfer mechanisms; firm and workforce development; and requirements of safety, risk control and compliance. Given the sensitivity of the field, the dialogue stays at strategy and ecosystem level and does not enter restricted operational or technical detail.
Guiding questions
- How is a responsible, commercially viable strategic-technology ecosystem built?
- What mechanisms connect research, firms, capital and application demand?
- How should risk governance and international cooperation be designed in dual-use fields?
